System of state support of entrepreneurship

The system of state support of entrepreneurship in Estonia is represented by several organizations.

Enterprise Estonia Association (EAS) has been operating since 2000 and is one of the largest organizations in the field, which offers programs for support and development of entrepreneurship; financing products, counseling, cooperation opportunities and training for entrepreneurs, research institutions, public and "third sector". EAS has its regional offices; there is one in Ida Viru County.

EAS is actively involved in the following activities: increase of competitiveness of Estonian businesses in foreign markets; attraction of foreign direct investments; development of internal and international tourism; development of high-tech and innovative products and services; development of business environment and enterprises in Estonia, and development of business awareness.

Since the establishing of the EU Foundations in Estonia, EAS has been the main organization providing financial resources for the development of entrepreneurship and monitoring their use.

Closely cooperating with EAS is a network of County Development Centers (Maakondlikud Arengukeskused). According to EAS plans, the development of the system of support for enterprises at the state level will be ensured through the activities of the County Development Centers (MAK). In Ida Viru it is Ida-Viru Enterprise Centre (IVEK).

Among other organizations of the state system of support for entrepreneurship are the Estonian Credit and Export Guarantee Fund KredEx, the Estonian Agricultural Registers and Information Board (PRIA) and Estonian Unemployment Insurance Fund. In addition, there is a network of counselors in the field of business, whose services are partially covered by EAS, which makes counseling services more accessible for entrepreneurs.
